How To Apply For Your Virginia Non­Resident Concealed Handgun Permit

Complete the course and download and print your Certificate of Completion. If you are having trouble downloading your certificate please contact us.

Complete the Virginia State NonResident Application Package Here:
Application for Concealed Handgun Permit Form SP 248 (PDF) and get the application Notarized.

Complete a Fingerprint Card (Applicant Card FD258). You may complete this at your local law enforcement agency or private company acting as an agent of a law enforcement agency. This card must be:

• ● Signed by the applicant.
• ● Signed by the agency taking the prints.
• ● Include the telephone number of the agency and individual taking the prints
• ● The agency stamp on the back of the print card is requested but not mandatory.

Get a Money Order or Cashier’s Check in the amount of $100.00 made payable to the Virginia State Police.

Obtain 2 recent photographs to include in your application package. See specific photo requirements here:

• 2 x 2 inches in width and height.
• Identical.
• Color or Black and White.
• Full face, front view, with white or offwhite background.
• Taken in normal street attire.

Create a legible photocopy of a valid Photo ID issued by a governmental agency.

Once you have completed all the above, please apply appropriate postage to envelope along with return address, and mail the entire package to:
